The Big Island Substance Abuse Council (BISAC), located in Kea’au, Hawai’i, has been a cornerstone in substance abuse treatment and behavioral health services since its establishment in 1964. Founded by Reverend Gerald Loweth, who recognized the need for support systems for individuals struggling with alcoholism, BISAC has evolved into a distinguished CARF-accredited program addressing both substance abuse and mental health issues.
BISAC offers a comprehensive range of adult services designed to meet various levels of care. The Therapeutic Living Program (TLP) provides a 24-hour staffed facility offering a structured environment with ongoing case management, individual counseling, and specialized care, including a home dedicated to pregnant women and women with dependent children. For those requiring intensive support without residential stay, the Day Treatment program offers structured, non-residential care. The Intensive Outpatient Treatment (IOP) and standard Outpatient Treatment programs cater to individuals needing less intensive services, focusing on evaluation, treatment, case management, and recovery support. To aid in the transition from intensive programs, BISAC refers clients to Clean & Sober Homes, providing a supportive environment for continued recovery. Additionally, the Hawaii Island Health & Wellness Center offers mental health services aimed at enhancing well-being and facilitating meaningful life changes.
Understanding the importance of holistic care, BISAC provides supplemental programs such as “Just Hā,” a smoking cessation initiative offering individual counseling and nicotine replacement therapy. The “Ola Kino” program emphasizes overall health and nutrition, guiding clients in developing wellness plans that incorporate exercise, diet, and behavioral changes. “Poʻokela” focuses on vocational training, assisting clients with skill development and career planning, while “Mahiʻai Ola” offers land-based education through therapeutic horticulture, helping individuals reconnect with their environment and sense of purpose.
BISAC’s commitment to accessible care is evident in its strategically located facilities. The administrative office in the Shipman Industrial Business Park houses substance treatment services, smoking cessation programs, mental health services, and administrative functions. Outpatient facilities in Hilo and Kealakekua are designed to comfortably accommodate individual and group counseling sessions, ensuring privacy and a conducive environment for recovery. All sites are handicap accessible and comply with ADA requirements and local/state building codes.
