The Big Island Substance Abuse Council (BISAC) has been a vital part of Hawaii’s behavioral health community since 1964. What began as a small initiative by Reverend Gerald Loweth to support individuals struggling with alcoholism has grown into a CARF-accredited organization offering a broad range of substance use and mental health services. With decades of experience, BISAC remains committed to providing comprehensive, client-centered care.
BISAC’s adult programs cater to various needs, from intensive residential treatment to flexible outpatient support. The Therapeutic Living Program (TLP) offers a structured, 24-hour staffed environment with counseling and case management. There’s also a specialized residential program for pregnant women and mothers with dependent children, ensuring they receive care while maintaining family bonds. For those who need robust support but don’t require a residential stay, BISAC offers Day Treatment and Intensive Outpatient programs. The standard Outpatient Program provides evaluations, treatment planning, case management, and recovery-focused services. To support long-term recovery, BISAC also connects individuals with Clean & Sober Homes for a stable transition back into daily life.
Beyond traditional treatment, BISAC emphasizes holistic well-being through supplemental programs. “Just Hā” supports smoking cessation with counseling and nicotine replacement therapies. “Ola Kino” promotes overall health with nutrition education and fitness planning. The “Poʻokela Vocational Training” program helps clients develop career skills, while “Mahiʻai Ola” provides horticultural therapy, fostering responsibility and a connection to nature.
With locations across the Big Island, including Keaʻau, Hilo, and Kealakekua, BISAC ensures accessibility for clients seeking care. Facilities are ADA-compliant and designed for comfort, making recovery as seamless as possible.
